2025年4月27日至29日，中阿合作论坛第十一届企业家大会暨第九届投资研讨会在海南海口成功举办。本届大会由中国贸促会、阿盟秘书处、阿拉伯农工商会总联盟及海南省人民政府等联合主办，以“共建‘五大合作格局’ 加速命运共同体建设”为主题，聚焦能源转型、科技创新、文旅融合等核心议题，旨在深化中阿经贸合作，推动双方在贸易投资领域的协同发展。作为海南自贸港重点商务服务平台，全球贸易之窗受邀参会，分享实践成果。 

From April 27th to 29th, 2025, the 11th China-Arab Business Conference and the 9th Investment Seminar of the China-Arab States Cooperation Forum were successfully held in Haikou, Hainan. This conference is jointly hosted by the China Council for the Promotion of International Trade, the Secretariat of the Arab League, the General Alliance of Arab Agricultural and Industrial Chambers of Commerce, and the People's Government of Hainan Province. With the theme of "Jointly Building the 'Five Major Cooperation Patterns' to Accelerate the Construction of a Community with a Shared Future", it focuses on core issues such as energy transition, technological innovation, and cultural and tourism integration, aiming to deepen economic and trade cooperation between China and Arab countries and promote the coordinated development of both sides in the field of trade and investment. As a key business service platform of the Hainan FTP, WGT was invited to attend the conference and share its practical achievements.

汇聚全球视野  共商合作机遇 

Gathering a global perspective to jointly explore cooperation opportunities

大会吸引了包括阿拉伯国家联盟秘书长、多国驻华使节、国际组织代表、中阿工商界领袖及智库专家等近千名嘉宾参会。在4月28日开幕式上，中国贸促会、阿盟及海南省政府代表分别致辞，强调中阿合作在全球化新形势下的战略意义。当日，三场专题研讨会围绕“聚焦能源转型，共筑生态未来”“深化科技创新，驱动产业升级”“促进文旅融合,激发消费活力”展开深度对话，为共建中阿合作新生态提供了切实可行的建议。  

The conference attracted nearly a thousand guests, including the Secretary-General of the League of Arab States, diplomatic envoys from multiple countries in China, representatives of international organizations, business leaders from China and Arab countries, and experts from think tanks. At the opening ceremony on April 28th, representatives from the China Council for the Promotion of International Trade, the Arab League and the Hainan Provincial Government delivered speeches respectively, emphasizing the strategic significance of China-Arab cooperation in the new situation of globalization. On that day, three specialized seminars were held in depth, focusing on "Focusing on Energy Transition and Jointly Building an Ecological Future", "Deepening Scientific and Technological Innovation and Driving Industrial Upgrading", and "Promoting the Integration of Culture and Tourism and Stimulating Consumption Vitality", providing practical and feasible suggestions for jointly building a new ecosystem of China-Arab cooperation.

专题研讨会以嘉宾现场问答的形式进行展开，在“促进文旅融合，激发消费活力”专题研讨会上，全球贸易之窗董事长万明以“深化文旅融合创新，激活‘留客经济’新动能”为题进行了重点内容分享。

The panel discussion was held in the form of on-site Q&A with guests. At the panel discussion on "Integrating Culture and Tourism to Boost Consumption", Wan Ming, chairman of WGT, shared key content under the title of "Deepening the Innovation of Cultural and Tourism Integration and Activating the New Driving Force of 'Customer Retention Economy'".

万明董事长介绍，全球贸易之窗作为海南省政府指定的国际组织、境外机构和企业的首个聚集地以及自贸港综合商务服务平台，已构建一站式服务体系，未来将通过整合政策资源、优化消费生态、完善用户体验等举措，助力海南文旅产业发展。  

针对海南文旅产业发展现状，万明董事长深入分析了行业痛点，并结合自贸港政策优势提出解决方案：一是以“文旅+免税/康养/商务”模式构建多元化消费生态；二是通过文化体验场景创新与“用户旅程”服务深化，提升游客粘性；三是推动中阿文旅IP共建与产业合作机制创新，促进双向融合。

Chairman Wan Ming introduced that as the first gathering place for international organizations, overseas institutions and enterprises designated by the Hainan Provincial Government and a comprehensive business service platform,  WGT has established a one-stop service system. In the future, it will assist the development of Hainan's cultural and tourism industry through measures such as integrating policy resources, optimizing the consumption ecosystem and improving user experience.

针对中阿文旅合作，万明董事长提出三点愿景：一是推动游客从“短期观光”转向“文化深度体验”；二是促进消费结构从单一门票经济升级为“文化消费+服务体验+投资合作”的全链条模式；三是推动中阿合作从项目对接向“政策互通、产业互融、人才互育”的生态化合作迈进。他表示：“期待海南成为中阿文旅融合的‘长效枢纽’，为双边合作注入持续动力。” 

Regarding cultural and tourism cooperation between China and Arab countries, Chairman Wan Ming put forward three visions: First, to encourage tourists to shift from "short-term sightseeing" to "in-depth cultural experience"; Second, promote the upgrading of the consumption structure from a single ticket economy to a full-chain model of "cultural consumption + service experience + investment cooperation". Third, we should promote China-Arab cooperation to move from project alignment to ecological cooperation featuring "policy interconnection, industrial integration and talent cultivation". He said, "We expect Hainan to become a 'long-term hub' for the integration of culture and tourism between China and Arab countries, injecting continuous impetus into bilateral cooperation."
